The article describes the methodology and tool used to economically evaluate 11 pilot sites in 8 countries of the SMARTSPACES project, which promotes energy saving in European public buildings using information and communication technologies (ICT). ICT solutions were installed in almost 600 buildings to assess their impact on overall energy consumption
